When you take a course with the goal of a certificate at a certain level, each of these points is weighted equally. So you are put in a position to write as well as you can speak. The emphasis on the writing part is because language certificates are usually required for academic purposes, but mostly not for applying for a job. In the context of getting a “normal” job, speaking is absolutuely the decisive factor followed by reading.
